1. I would like to know if there is a way to redistribute my OCC applications without installing the hole occ paket. So that my useres don't have to spend hours of getting the app started...

It is absolutely allowed (and expected). You should simply need to distribute the libraries used by your application. On MS systems, you can place them in the same directory as your executables. On UNIX you can place them in a shared library location or include them with your application and set the LD_LIBRARY_PATH appropriately.
